This quote represents Ender's fear of hurting people and being like Peter. So instead of hating his enemies, he learns to love them. (do the opposite of what Peter would do) This is confusing for him, because it makes it hurts more when he ends up having to hurt his enemy.

Peter might mean it. Probably didn't mean it, but then he might.
'I do mean it.' Peter said." (12)
Peter say he means to kill Ender, but as we see in the next chapters, he secretly loves Ender. His greed for control and power of his siblings overthrows the loves for his brother. Meaning that gluttony he has, is more powerful than his own mind.
